Objectives: To analyze the control model in the management of infrastructure projects in municipalities and public entities of the department of La Guajira, Colombia. Materials and Methods: The research was descriptive, non-experimental and transactional. The population was composed of supervisors, directors of municipal governments and the government of the department of La Guajira. For the collection of data, we used the technique of observation through the application and questionnaires as research tools. The Cronbach's alpha, and the reliability was 0.87. The treatments were analyzed by means of descriptive statistics. Findings: It is concluded that almost always supervisors and managers of these public entities (municipalities and governance) do consider the dimensions: state of the control of the management of the project, characteristics of the projects, requirements for the control of project management, and the model for the control project management. This is confirmed by the indicators’ behavior of standards at strategic points. In addition, it is envisioned that the checklist and information on the application are below the average of the dimension, in the same way, priority was given to the management of infrastructure projects as level indicators of financial progress. Application / Improvements: Considering the phases of the model of control in project management executed, generates indicators that describe the rules for the verification of the information on your application.References

Objectives: The purpose of this article is to analyse the social responsibility in mining organizations of salt in the Colombian department of La Guajira. Materials and Methods: The research was descriptive, non-experimental design, transactional, and in the field. The study population was made up by the Community in the area of influence of exploitation and processing of the salt in the department of La Guajira, as are the towns of Manaure, Maicao and Uribia. Findings: According to the results obtained in the investigation, for companies that exploit and processed salt in the Colombian department of La Guajira; the dimensions of corporate social responsibility present determined that these are presented in a fairly effective, in both trends mean the scale used, which are not set properly, to reflect weaknesses relating to the social and environmental dimensions. Taking into account a better implementation of this social responsibility, according to the inhabitants of the municipalities that make up the area of influence, it could correct it and redefine for the mining sector of the salt; to analyze the social responsibility in mining organizations, it was determined that this is done in a fairly effective, resulting acceptable dimensions and programs identified, the elements described and social balance sheet items characterized in the study by mining companies. Application/Improvements: The results obtained in the investigation indicate that Corporate Social Responsibility Programs show a moderately positive reception, it requires a continuous work for the sake of the improvement of the processes in the production companies and mining.References

Objectives: The main purpose of this article was to analyze the culture of entrepreneurship in public universities of the Colombian Caribbean region. Materials and Methods: A descriptive-analytical, transversal, non experimental and field-type of methodology was applied. The target population comprised the coordinators of the different agencies that deal with entrepreneurship in public universities in the departments belonging to the Colombian Caribbean region, to which a questionnaire was applied in order to measure the variable. Findings: It was concluded that an institutional educational project with vision and projection that anticipates changes, allows image positioning in terms of management and results with clearly significant and differentiating elements in order to promote a culture of entrepreneurship is required. Application/Improvements: Public policies of entrepreneurship were evaluated followed by a description of the missionary processes of the Caribbean Coast universities within the business culture, as well as the dimensions of the institutional management linked to entrepreneurship culture.References

Objective: To analyze sustainable tourism development as a perspective of local development in the department of the Colombian Guajira. Materials and Methods: This research is located within the descriptive studies; this is a field design, non-experimental correlational research. The population consisted of two hundred and twenty-two subjects from the companies “Caja de Compensacion Familiar de la Guajira” (Comfaguajira) and “Luna Guajira”. For the collection of information, a questionnaire was designed with 36 items as well as reliability through the AlphaCronbach coefficient, which was 0.97. Findings: Tourism companies in the Department of Guajira formulate their tourism plans; however, they do not generally go through their implementation. Their sustainability is determined by the incorporation of different interests, groups and sectors. It results in bringing as consequences not answering the needs of the tourism sector immediately and at the same time losing the opportunity to take advantage of the tourism potential of the Guajira’s department. Results: Global strategies for tourism development were formulated as a perspective of local development in the Department of the Colombian Guajira, with the goal of positioning the Guajira nationally and internationally as the first destination specialized in nature tourism and cultural tourism, with services that meet high quality standards, promote sustainable development and contribute to the improvement of quality of life and decrease of the poverty of its inhabitants.References

Objective: To analyze the local government’s financial administration of the Maicao and Riohacha Municipalities, Colombia. Materials and Methods: The research is centered on the descriptive studies, the design is non-experimental, transectional and field. The population consisted of ten subjects from Maicao and Riohacha Municipalities (Colombia), as a data collection instrument a questionnaire with 42 items was designed and the reliability through the Alpha Cronbach coefficient was 0.72. Findings: In the Maicao and Riohacha Municipalities (Colombia), the set of systems that make up the financial administration (budgetary, public accounting, treasury, internal control) are fulfilled, carrying out the rules and procedures that intervene in them. Implementation/Improvements: In the Municipalities of Maicao and Riohacha (Colombia) the budget phases are systematically executed, complying with the legal provisions regarding the planning, formulation, elaboration, execution, control and budgetary evaluation.References
